POSITION SUMMARY:

Develops cost effective and competitive employee benefit programs, including, health and welfare, 403(b) savings plan, 401(a) matching plan, voluntary, paid time off and other benefits. Ensures regulatory compliance of these plans consults with outside vendors on matters of administration and advises employees on eligibility, provisions and other matters related to benefits. Maintains all benefits records and documents. Develops employee communications and manages annual enrollment process.

ESSENTIAL FUNCTIONS AND JOB RESPONSIBILITIES:

Overall responsibility for the administration of health, dental, vision, flexible spending accounts, group life insurance, retirement, 403(b), 401(a), disability benefits, disease management, DART and other supplemental benefit programs and development of revisions to such plans and programs as necessary.

Trains HR Client Service Specialists and collaborates with vendors to employees on eligibility provisions, is the escalation point for complex situations, and other aspects of benefits plans and programs previously referenced.

Ensures compliance with federal and state regulations. Assists Finance Department in preparing annual plan summary filings for appropriate federal compliance agencies. Oversees discrimination testing.

Manages annual enrollment process including communication and collaborates with HRIS and vendors to communize revisions and ensure systems are updated to accurately administer benefit plans

Coordinates with vendors and outside consultants regarding compliance, eligibility, plan administration and employee communications

Develops and distributes benefit communication materials and conducts benefit meetings and orientations throughout the year.

Processes and submits vendor invoices to accounting department for payment, tracks payments submitted against the budget, and addresses any billing issues with vendors.

EXPERIENCE:

At least 3 years of previous experience in customer service and benefits, required.

EDUCATION:

Four-year Bachelor's degree or equivalent experience, required.

LICENSES and CERTIFICATIONS:

Certified Employee Benefits Specialist (CEBS), preferred.

PHYSICAL DEMANDS:

Sedentary - Exerting up to 10lbs. occasionally or negligible weights frequently; sitting most of the time.
